Employee comments sought on Purchases of Goods and Services; Supply Chain Management policy
The university invites comments on revised policy BFB-BUS-43 Purchases of Goods and Services; Supply Chain Management, which was changed to:
1) update the terminology relating to Procurement/Supply Chain Manager to Procurement/Supply Chain Director;
2) update the definitions relating to formal competitive bidding from issued publicly by UC to issued publicly by Campus Procurement or qualified entity (e.g. GPO);
3) update the definitions relating to informal competitive quotation by removing submitted in accordance with solicitation from the Procurement/Supply Chain Manager, Commodity Manager or Buyer;
4) update the definitions relating to Small Business Officer to include biannual federal e-SRS reporting on Subcontract plans; and
5) add a policy relating to negotiating with bidders, etc. More information about the changes made are noted in Section VIII Revision History of this revised policy.

Employee comment sought on academic freedom, responsibilities of non-faculty academics
The University invites comments on a proposed new Academic Personnel Manual Section 011 (APM - 011), Academic Freedom, Protection of Professional Standards, and Responsibilities of Non-faculty Academic Appointees.
Currently, APM - 010 (Academic Freedom) defines academic freedom as it pertains to faculty and defines the freedom of scholarly inquiry for students, as it derives from the faculty's academic freedom. APM - 015 (The Faculty Code of Conduct) defines the corresponding responsibilities as it pertains to faculty only. Although APM - 010 states that it is not intended to “diminish the rights and responsibilities enjoyed by other academic appointees,” APM - 010 and APM - 015 do not address how these concepts apply or do not apply to non-faculty academic appointees. The proposed new policy is intended to address the academic privileges, rights, obligations and responsibilities of non-faculty academic appointees.

Employee Comment: Open Access for Theses and Dissertations
The University invites comments on a revised proposed Presidential Policy on Open Access for Theses and Dissertations.
The policy is new and includes the following key issues:
- There is currently no system-wide uniformity or policy for ensuring open access to UC graduate students' theses and dissertations. This policy will provide system-wide consistency for these works.
- Allowance for embargoes that delay the date theses or dissertations are made available in an open access repository.

Employee Comment: Task Force Recommendations of University-wide Policing
The University invites comments on the Task Force recommendations of University-wide policing.
As you may be aware, President Napolitano initiated a task force in April of this year to examine university-wide policing policies and processes in order to provide a final report of recommendations by December 31. The Task Force has been working diligently for the last eight months to craft these recommendations based off of policing best practices, policies, and laws. The Task Force is requesting your input and feedback on the recommendations before finalizing the report.

Employee comment sought on proposed policy on conflicts of interest disclosure
The Office of the President invites comments on a proposed new Presidential Policy on Disclosure of Financial Interests and Management of Conflicts of Interest in Private Sponsors of Research and proposed revised APM - 028, Disclosure of Financial Interest in Private Sponsors of Research.
This new policy provides the core parameters for continued compliance with the regulations issued by the Fair Political Practices Commission (FPPC). Effective July 22, 2015, the FPPC revised its regulations that affect review of Statements of Economic Interests for Principal Investigators (also known as the Form 700-U). The University will continue its long-standing practice of performing a substantive review of Forms 700-U. However, this new policy will provide the UC campuses, Lawrence Berkeley National Laboratory, and the Division of Agriculture and Natural Resources greater control over their local processes in reviewing the Forms 700-U.The proposed new presidential policy will govern continued compliance with FPPC regulations and review of Forms 700-U for all University employees, while revised APM - 028 will maintain additional important principles guiding the conduct of sponsored research for academic appointees.

Comments sought on proposed policy for Crime Awareness and Campus Security
UC Office of the President invites comments on a proposed new policy for Crime Awareness and Campus Security (Clery Act). The proposed policy can be viewed at http://ucanr.edu/sites/anrstaff/files/271802.pdf.
The Clery Act (otherwise officially known as the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, section 485 of the Higher Education Act, codified at 20 U.S.C. 1092 (f)) is a federal law requiring colleges and universities across the United States that receive Title IV funding to disclose information about particular crimes on and around their campuses and related policies. It is the policy of the University to comply with its obligations under the Clery Act and California law.
In accordance with statutory requirements, the University strives to ensure students, faculty and other academic appointees, and staff employees (the “University Community”), have access to accurate information about crimes committed on and around the campus; as well as, access to University wide security policies and related local campus procedures and a confidential reporting process for victims and witnesses. This policy describes roles and responsibilities for the University Community related to compliance with legal requirements regarding crime reporting, awareness and prevention.
